ROCKBRIDGE COUNTY, Va. – A special grand jury appointed to investigate the Rockbridge County Department of Social Services will not issue any criminal indictments, according to Rockbridge Commonwealth's Attorney Chris Billias.
The investigation began last year, after an internal investigation showed documents had been shredded and at least one child died while in foster care.
At this time, the court is still deciding whether to release the grand jury's report to the public.
