Former state Sen. Joseph V. Gartlan Jr., a Fairfax Democrat who was an outspoken advocate for the environment and the mentally handicapped, is dead. He was 82.
A skilled trial lawyer and orator, Gartlan died overnight, according to associates and the Senate clerk’s office. Details were not immediately available.
Gartlan served in the Virginia Senate from 1972 until 2000. A native of New York City, Gartlan made his home on Mason Neck, enjoying a sweeping view of the Potomac River.
In the legislature, Gartlan pushed for additional protections for the Chesapeake Bay and the mentally disabled. His views on most issues were reliably liberal—except abortion. Gartlan opposed it because of his Catholic faith.
