The city school system's waiver to start before Labor Day is tied to the county's waiver, something mandated by state law.

Several sources confirmed that an item in the Virginia Senate's budget allows waivers to be granted for one more year, meaning, if the Senate's budget passes as expected, the city and county school systems will receive on more respite on the Pre-Labor Day school calendar.
The county school system was set to approve a September 3rd start date for the 2013-14 academic year at its regular school board meeting tomorrow night.
Given the possibilities in the Senate, more discussion is now expected.
The city school system has not finalized its 2013-14 school calendar either.
