Wrong-way driver in Raleigh had previous traffic violations

RALEIGH, N.C. -

The man accused of driving the wrong way on Glenwood Avenue Sunday had multiple driving charges before Sunday, including a driving while impaired charge that was dismissed in 2005.

Ray Norman Rouse IV of Raleigh was going the wrong way on Wade Avenue and struck a car driven by Ormond Jackson Bailey of Raleigh. Rouse struck Bailey head-on. Rouse was estimated to be driving 40 miles per hour.

Bailey 83, was killed. Gaynell Batton Bailey, 79, who was riding with Ormond Jackson Bailey, also died as a result of the accident.

Rouse went to WakeMed and was in serious condition Monday night.

According to Wake County records, Rouse also had a failure to reduce speed charge dismissed in 2011 and was found guilty of a speeding charge in 2012.

Police said Rouse, 34, will be charged with driving while intoxicated and driving the wrong way. The police report said Rouse "admitted drinking" and police smelled the "odor of alcohol."
