NC House panel to debate education credits change

RALEIGH, N.C. -

Some North Carolina lawmakers want to turn tax credits for parents of children with disabilities or other special needs into cash grants so more low-income people can benefit.

The House Education Committee planned Tuesday to take up a bill that would provide scholarship grants of up to $3,000 per semester to reimburse parents for the costs of private school, tutoring or other services.

The legislature approved credits of similar amounts in 2011, but bill sponsor Rep. Paul Stam of Apex says the poorest families don't pay enough taxes to benefit from them.

The debate is slated a day after House members filed a bill to provide up to $4,200 a year for low- and middle-income families for children to attend private schools. Opponents call the grants vouchers.
