Report: Raleigh police used TASER multiple times on naked suspect

A report released by the Raleigh Police Department details the incidents that lead up to the death of a suspect while in custody of officers.

On April 10, multiple 911 calls were made reporting a disturbance near the 500 block of Mial Street in Raleigh.

The first responding officer found a naked suspect in front of his house. The suspect was later identified as Thomas Jeffrey Sadler.

Initially, Sadler, 45, was compliant with the officer but had difficultly communicating.

Sadler's demeanor changed when police backup arrived. The report states that Sadler began say either "I'm going to kill you," or "You're going to have to kill me." At this time, Sadler stood up and charged an officer.

A second Raleigh police officer discharged his TASER on Sadler, taking him to the ground. Attempts to restrain Sadler were unsuccessful. The report says Sadler was 6 feet 2 inches tall weighing between 250 and 300 pounds and sweating profusely. 

An officer reactivated his TASER as Sadler continued to resist being handcuffed. This sequence was repeated several times until Sadler was properly restrained, according to the report. At this point, EMS was requested.

Sadler continued to growl and thrash about on the ground. The report says he then grew quiet. Responding officers checked Sadler and realized he was not breathing.

The report says officers attempted to revive Sadler. EMS arrived and provided medical assistance but was unable to save Sadler.

The report says that Raleigh police must release a report five days following an in custody death, citing city policy.

The SBI and the Internal Affairs Unit of the Raleigh Police Department are still investigating the incident. The five day report is preliminary in nature.
