NC House votes to narrow pre-K eligibility

A bill narrowing eligibility for North Carolina's pre-kindergarten program is headed to the state Senate after getting final House approval.
The House passed the bill Tuesday with some changes. Rep. Justin Burr of Albemarle suggested lifting income eligibility in his bill from the federal poverty rate to 130 percent of the poverty level. Gov. Pat McCrory suggested the same line in his own budget.
The previous cap was set at twice the federal poverty rate of about $19,500 for a family of three. Supporters of the bill have argued the bill lowers eligibility to better reflect what the state can handle. Opponents say the state is neglecting poor children who already start off with a disadvantage.
A provision giving administrative duties to local pre-K agencies was delayed until July 2014.
