McCrory signs new strategic mobility formula into law

RALEIGH, N.C. -

Gov. Pat McCrory signed a bill into law Wednesday that creates a new distribution method for state and federal transportation dollars designed to relieve traffic congestion and emphasize statewide and regional projects.

"Everything we do is focused on strengthening our economy and making government operate more efficiently. This landmark legislation helps us do both," said Governor McCrory in a written release.  "A tremendous amount of work has gone into this initiative, and I thank everyone from the statewide to the local level who has been involved with making it a reality. It is critical in changing the way we invest in transportation and do business in North Carolina.

House Speaker Thom Tillis and Senate leader Phil Berger endorsed McCrory's concept back in April that focused less on doling out funds equally to all highway divisions. The Strategic Mobility Formula will award projects that are ranked highest by the state Department of Transportation.

McCrory had made transportation funding one of a handful of policy changes he wants the legislature to approve before this year's session ends.

The new formula is scheduled to be fully implemented by July 1, 2015. Projects funded for construction before then will proceed as scheduled; projects slated after that time will be ranked and programmed according to the new formula.
