State alcohol agents mistook bottled water for beer and arrested a University of Virginia student.

This incident has sparked public outcry to the agency and to the governor's office.

On April 11th, 20-year-old Elizabeth Daly bought a case of water, cookie dough, and ice cream at a Charlottesville store.

ABC agents in plain-clothes confronted her.

As she was trying to get-away, 2 agents say she grazed them with her SUV.

Prosecutors dropped the charges against the college student and the ABC is reviewing the case.
