If NC tax deal is reached, will it be true reform?

RALEIGH, N.C. -

Republicans legislative leaders are still aiming to reach a deal they say will modernize North Carolina's tax system before this year's General Assembly session ends.

Any final product that clears the legislature and gets signed by Gov. Pat McCrory will be scrutinized, particularly on whether it deserves to be called true "tax reform." Other attempts in North Caroilna over the past two decades have failed.

While most tax modernization advocates agree an upgraded tax system should subject more services to the sales tax, the goals of tax reform are numerous and can be subjective.

Republican tax negotiators say simplifying income taxes and reducing rates constitutes reform. Democrats say the plans they've seen aren't true reform because they only hand out tax cuts to the wealthy.
