Harrington & Murphy 'Every Second Counts' legislation moves through House

The 'Every Second Counts' Initiative was heard by legislators on Monday.

Part of the initiative includes the 'Governor's Child Safety Test.' It would require students in school to have at least eight hours of education on how recognize, avoid, resist, escape, and report physical, sexual abuse, or online threats. The bill passed through part of the House Monday and now must pass through the House Appropriate Committee.

Gil and Dan Harrington worked with Alexis Murphy's family on the proposed legislation. The initiative would also require law enforcement to respond quicker to sex crimes against children including abduction and sexual abuse. It also asks for additional resources for ICAC child rescue teams. Plus, establishing a local multi-disciplinary team in every jurisdiction to help solve these crimes. It also includes a Crime Commission Study to be done on how rescue teams are responding to endangered and abducted persons.
