Virginia to share information on movement of Bakken crude oil by rail

RICHMOND (WSLS) – The Office of the Attorney General has ruled information about shipments of Bakken crude oil through the commonwealth by CSX railway must be disclosed to the media and public.

CSX previously asked Virginia to sign a non-disclosure agreement so that certain information it determined to be business proprietary could be excluded from release to the media.

This comes after the April CSX train derailment in Lynchburg and subsequent release of Bakken shale oil into the James River.

Gov. Terry McAuliffe created an inter-agency Railroad Safety and Security Taskforce, which includes representatives from several state agencies and is soliciting input from industry stakeholders, local governments and members of the public to ensure public safety regarding the railway and shipments of crude oil from Bakken. 

The group expects to produce a report of recommended state and federal actions to prevent railroad accidents

The first notification from CSX, received June 4, complied with a May 7 emergency order from the U.S. Department of Transportation requiring railroads that operate trains containing more than one million gallons of Bakken crude (about 35 tank cars) to notify state emergency response entities about the operation of the trains through their states. 

The CSX notification will be posted at www.vaemergency.gov early next week.
