The department says all other streets remain open including River Street.
Motorists who travel River Street are asked to slow down and proceed with caution or consider an alternate route because of water running across the street.
A Public Works crew at River Street is directing traffic along the street and crews have been pumping water from the street since midnight.
Crews will continue to monitor street conditions throughout the day.
