Officials say the incident took place Dec. 26. They were dispatched to a home that day after receiving a report that a child had been shot. When they arrived, they found the 4-year-old boy with a wound. He was rushed to a hospital and is expected to recover.

Shines told investigators the boy found the gun in his bedroom and shot himself.

He is being held at Norfolk City Jail. It's unclear if he has an attorney.
