The 31-year-old was indicted on Monday by a Roanoke City grand jury. These incidents are believed to have happened in May and July of 2015.

Billow is currently in the Roanoke City Jail, he was charged with attempted rape and abduction with intent to defile in early August. Investigators say he tried to grab a woman while she was jogging on the Roanoke River Greenway near the 1600 block of Bennington Street S.E. She was able to free herself and get away without injury.

Police said Billow has a history of similar offenses. In 2007, he was charged with one count of attempted abduction where he grabbed a female and sexually assaulted her in the parking lot of a store in Roanoke City. He was also convicted of two charges of indecent exposure in 2009 in Roanoke City.

None of Billow's prior convictions required him to register as a sex offender.
