Witnesses saw a man wearing multiple layers of pants run from the scene towards Belvidere Street.

Richmond Animal Care and Control took in the dog and named him Tommie. He is currently fighting to stay alive.

He is now being treated for burns that cover over 40 percent of his body at Virginia Veterinary Centers. They say it will be a long and expensive road to recovery.

To help pay for Tommie's vet care, they are asking for donations to their RACC Foundation.
