The woman said she has videotapes and recordings during school walk-throughs of the superintendent making discriminatory comments.
In a letter from the Office of Civil Rights, it is stated:
"The division has discriminated against African American students on the basis of race through the closure of Body Camp Elementary and has discriminated against students based on a disability because Moneta Elementary School is not physically accessible."
The letter goes on to say the OCR informed the division (Bedford County School System) about the complaint and that it will investigate the claims.
Body Camp Elementary was chosen to close at the end of the school year and Moneta Elementary was considered but not selected.

The school states decisions were based on an efficiency study which recommended closing two schools to save money.
The school board and school system declined to comment on the matter. OCR, which is investigating the complaint, has not returned calls for comment.
The woman who filed the complaint said she believes the school closures were unfair to the families involved.
It is still unclear how long it'll take the investigation.
