The governor told the audience at the Government Business Executive Forum that he sees the Commonwealth establishing a new framework with an emphasis on advanced technology; "Building the new Virginia economy, diversifying technology, cyber security," McAuliffe said.

Former Virginia Secretary of Technology Don Upson says he thinks McAuliffe's vision is on track.

"He is the greatest advocate for Virginia, and I think across the board he has got such great support in the business and the tech sector," Upson said.

The forum brings together government workers and tech experts to resolve issues.

Afterward, Gov. McAuliffe also spoke with reporters about the presidential election and one of Hillary Clinton's latest potential challengers; over the weekend, political pundits speculated about Vice President Joe Biden.

Rumors are circulating that Biden's son Beau's dying wish was for him to make a run for the White House in 2016.

The governor was asked to weigh in on the vice president's rumored consideration to rival Clinton for the Democratic nomination.

"No one's entitled to this job. You're going to have to work for it; Hillary knows she's going to have to work very hard for it. Any candidate running's going to have to work for it," McAuliffe said.

Governor Terry McAuliffe added he considers Joe Biden a friend and thinks he would make a great candidate.
