Katherine Liell, Bookers attorney, said at a news conference that the FBI is questioning witnesses and that charging decisions could be made soon.
Ryan Pedigo told The Associated Press that the confrontation happened near the Monroe County Courthouse in downtown Bloomington on Monday evening.
A 35-year-old man then grabbed the driver's side of the car and held on as the vehicle continued to accelerate.
