Welch was indicted on a perjury charge involving the disappearance of sisters Katherine and Sheila Lyon.
Investigators presented evidence showing Welch falsely testified before a grand jury investigating the disappearance of the sisters.
Patrica's husband, Richard Welch, has been named as a person of interest in the deaths. Richard Welch hasn't been charged and has said he's innocent. His nephew, Lloyd Lee Michael Welch Jr., has been charged with two counts of first-degree murder.
Authorities say the sisters were kidnapped and taken to Bedford County, where they were killed.
The Welches previously owned land in Bedford County during the time of the girls disappearance.
