ROANOKE (WSLS 10) - The transformation of the old health department building in Roanoke is complete.
The building, now called West End Flats, became ready for tenants this month. It features 24 one-bedroom apartments, with rent starting at $550 per month.
A developer bought the building from the city for $10.
Some parts of the old health department building can still be seen throughout the building, including green tiles and doors.
