He has been charged with involuntary manslaughter, one count of felony fatal hit-and-run, one count of hit-and-run causing personal injury and for reckless driving.

Police say the crash happened at 5:56 p.m.

Douglas K. Pruitt, 52, was driving north on Route 75 when he rear-ended 55-year-old Laurie Puckett, of Bristol, Tennessee, causing her to cross the centerline and hit head-on with a car that was traveling south. She died at the scene.

Pruitt then ran into the car and left the scene. The car was driven by 32-year-old Richard Neis, also from of Bristol, Tennessee, who was transported to Johnston Memorial Hospital for treatment of serious injuries.

According to witnesses, Pruitt briefly returned to the crash scene a few minutes later, but then left. A short time later, a Washington County Sheriff's Deputy stopped him several miles from the scene.  He was not injured in the crash.
